MCS & Gas Safe requirements confirmed

Green Deal Approval

The Microgeneration Certification Scheme & Green Deal Oversight Body have confirmed the requirements for MCS Installers & Gas Safe Registered Installers.

MCS

For installers who already have MCS Accreditation, they will be deemed to have met the requirements set out in the technical annexes in PAS 2030 for the measures they are covered for by MCS but will still need to put in place QM systems/assurance to fully meet the requirements of the PAS 2030. This exemption only applies to measures covered by the MCS scheme. If MCS Installers wish to install other Green Deal measures, they will have to comply with the full requirements for these measures. MCS Installers will also need to sign up to the Green Deal Code of Practice.

"You will be deemed to have met the requirements set out in the technical annexes in PAS 2030 for the measures you are covered for by MCS but will still need to put in place QM systems/assurance to fully meet the requirements of the PAS 2030. Your Certification Body can provide more information on how to do this.This exemption only applies to measures covered by the MCS scheme. If you wish to install other measures, you will have to comply with the full requirements for these measures."

Gas Safe

For installers who are Gas Safe Registered, this registration will be accepted as demonstrating compliance with the gas safety elements of PAS 2030. The Gas Safe Installer will still be required to be approved against PAS 2030 by a Green Deal Certification Body in particular the Quality Management System.

Extract from Green Deal Oversight body announcement;

"The technical requirements for installers under the Green Deal are set out in the BSI standard PAS 2030. Following the initial gap analysis, it has been concluded that being Gas Safe registered alone is not sufficient to allow Gas Safe registered business to operate under the Green Deal and certification to PAS 2030 is required in addition to holding current certificates of competence and Gas Safe registration. In addition, the installers are required to sign up to the Green Deal Code of Practice, which sets out the obligations around the conduct of Green Deal participants, such as selling practices and contracting. As the assessment by Green Deal Certification Bodies of companies installing gas measures will include an assessment of compliance with gas safety regulations, it has been agreed that Gas Safe registration for relevant types of work will be accepted as a method for demonstrating compliance with the gas safety elements of PAS 2030. However, the installation company will still be required to be approved and certified against PAS 2030 (in particular the quality management systems and installation processes requirements) by a Certification Body accredited by UKAS."
